Implementation of the railway transport reform in the Russian Federation makes necessary to change the current international rail transport agreements. The State Duma of Russian Federation has already ratified a new agreement for through railway service between Russia and Finland. On the entry into force of the new document, the agreement of 1996 will expire.

The new agreement clarifies the uniform requirements for international transport services, establishes the carrier responsibilities and reclamation proceedings. According to the supporting documents, the implementation of the norms established by the agreement will not entail extra costs of the federal budget, and the norms themselves entirely meet the carriers interests.
